Russia is planning is to expand its Black Sea Fleet beyond existing bilateral agreements, and potentially without Ukrainian consent, Fleet Commander Vice-Admiral Alexander Fedotenkov stated on 29 April, according to local media reports. The fleet, based mostly in Sevastopol in Ukraine, is governed by the Kharkiv Agreement, signed by Moscow and Kiev on 21 April 2010. The expansion is characterised as enabling the permanent presence of a flotilla and Sovietera levels of capability in the Mediterranean. Naval aviation strength will increase substantially and the fleet will receive some 20 additional ships.
