Ukrainian ministers are drafting a law that could remove Russia's Black Sea Fleet from the Crimean port of Sevastopol from 2017, following a decree by Ukrainian President Viktor Yushchencko on 20 May. Following the collapse of the Soviet Union In 1991, Russia and Ukraine signed a Partition Treaty In 1997 that divided the defunct state's naval assets in the Black Sea between the two new nations and allowed the Russian fleet to use Sevastopol for 20 years. The deal costs Moscow USD97.75 million per year. However, the proposed Ukrainian statute will seek to suspend the International agreements that permit the stationing of the Black Sea Fleet at Sevastopol from 2017 onwards. A draft of the revised law is expected to be ready by 20 July 2008. In a statement issued on 21 May, the Russian Federation's Ministry of Foreign Affairs said it presumed that the Black Sea Fleet "will continue to be on the territory of Ukraine In the future" and that to discuss the fleet's basing arrangements "is premature at this stage".
