The US Navy in early 2005 seems to be caught between the 'rock' of transformation and the 'hard place' of draconian fiscal austerity and burgeoning worldwide demands for its services and capabilities. A metaphor comes to mind when looking at the US Navy (USN) in early 2005: "...caught between a rock and a hard place". Four years ago Adm Vern Clark, Chief of Naval Operations (CNO), heard the siren song of the first George W Bush administration, which called for 'leap-ahead' technologies and systems that would enable a dramatic and far-reaching transformation of the US military for 21st century warfare. As articulated in the CNO's 'Sea Power 21'White Paper published in October 2002, the USN's transformation would be focused on "revolutionary information superiority and dispersed, networked force capabilities to deliver unprecedented offensive power, defensive assurance and operational independence to Joint Force Commanders".
