After being schooled that the nation's heritage is an irreplaceable asset, and owners of listed buildings and sites are purely their guardians for the benefit of future generations, it perturbed the editor to read that the Government views the legislative processes that protects heritage assets as being among potentially prohibitive bureaucracy. The Enterprise and Regulatory Reform Act 2013 (ERRA 2013), was advertised as being enacted to encourage growth and to simplify regulation. 'The Act aims to cut the costs of doing business in Britain, boosting consumer and business confidence and helping the private sector to create jobs'.1 An obvious simplification might be for those entrepreneurs who feel that despite the advantages of occupying a beautiful building or trading from within a beautiful setting, that guardianship of heritage is a serious hindrance to business, and thus they choose not to trade from protected premises.
