摘要

This is the first of two papers which examines the influence of ICT on the economy, and attempts to explore the influence of ICT with globalization on the world economy. Using examples from the EU and SEA, it proceeds to demonstrate that ICT has disorganized and (in some instances) destroyed the world economy. This is reflected in the negative economic performance everywhere between 1980 and 2000, contrasted with the world economy from 1960 to 1980. In its a ttempt to solidify the capitalist world system (economy), ICT with globalization disrupts what might have been potential globalization and instead creates and intensifies regionalization in various parts of the world. So far, there has been nothing like globalization (there has instead been global capitalism), for globalization implies one world economy functioning as a unit; the world economy functions well in various regions such as EU, SEA, NAFTA, ASEAN, Asia, and the Pacific Rim, etc.
