摘要

This study established an Emergency Response Index (ERI) System for chemical acci dents. This ERI system integrates the Analytic Hierarchy Process (AHP) and the Geographic Information System (GIS) and offers an efficient means of identifying and ranking potential rescue resources for chemical accidents. The system can be employed as a planning tool for designing rescue response to emergencies of chemical accidents. The study set up an index system, then graded the capabilities of emergency response for industrial plants into four ranks. A network analysis was applied to evaluating the adequacy of emergency service facilities and to establishing the best route for providing rescue service. The application of this ERI system to an industrial park is presented here to how a factory could be identified as lack of chemical e-mergency response capabi-lity and why the factory was evaluated with a low grades in terms of rescue resources.
