THE TEXTILE INDUSTRY today is very different from the textile industry of the not too distant past. Just a few decades ago, it was normal to see a textile mill furnish housing, utilities, and virtually every essential need to its employees. It was expected that textile mills be fully integrated, both for- ward and backward. However, as transportation improved and the world economy expanded, the textile world changed. Textile companies became less paternalistic as the industry became more competitive. Labor costs rose as the more mobile labor force could choose among other industries which demanded tough decisions by the textile industry on where to locate new textile plants.
