From Immigrants to Americans: The Rise and Fall of Fitting In

For the last half decade, Congress has been at an impasse over how to reform U.S. immigration policy. The lone area of consensus in Washington is that the current immigration framework is badly in need of repair. The population of illegal immigrants stands at 11 million, down from its pre-Great Recession high of 12 million, but still far above what a country intent on controlling its borders and guaranteeing the rule of law would hope to achieve. Opposition to immigration, echoing a complaint whose first national advocate was Benjamin Franklin in the 1750s, is rooted in the idea that new immigrants are "different" from immigrants of yore. They have weak attachment to the nation and its way of life, suggesting that continued high levels of immigrant inflows may lower the welfare of U.S. citizens.
