Interpolicy coordination in Germany: Environmental policy and technology policy

This article provides a sketch of the development and configuration of environmental and ecology-oriented technology policy coordination in Germany at the empirical level, points out the structural features and problems involved therein, and draws some policy-oriented conclusions. Concerning the degree of interpolicy cooperation, one can reasonably distinguish between the following levels of cooperation: non-cooperation, mutual regard of relevant policies, conscious coordination of policy programs, conscious coordination of specific (individual) projects, (joint) development (and implementation) of common policy concepts and programs (genuine interpolicy cooperation), and substantial policy integration of different policy areas in terms of institutions, finance, personnel, responsibilities etc. Apart from (case-specific) cooperation of technical experts (in corresponding working groups), the dominant mode of actor coordination between environmental policy and ecology-oriented technology policy is one of notification, demarcation to protect and keep one's own (policy) domain, participation in advisory groups, possible mutual coordination of activities, and initiating complementary measures by other actors. Consequently, one may speak of partial and occasional EP/ETP consultation and coordination, but hardly of interpolicy cooperation.%Dieser Beitrag gibt einen knappen Überblick über Entwicklung und Struktur der Koordination von Umweltpolitik und umweltbezogener Technologiepolitik in Deutschland, zeigt deren Strukturmuster und Problemlagen auf und gelangt zu einigen politikorientierten Schlußfolgerungen. Pragmatisch lassen sich folgende Niveaus von Politik-Kooperation unterscheiden: Nicht Kooperation, wechselseitige Beachtung relevanter Politiken, bewußte Koordination politischer Programme, intentio-nale Abstimmung konkreter spezifischer Projekte, (kooperative) Entwicklung und Umsetzung gemeinsamer Politikkonzepte und -programme (genuine Politik-Kooperation), und substantielle Integration verschiedener Politikbereiche auf den relevanten Ebenen ihrer Organisation, Finanzierung, Personalausstattung, Zuständigkeit etc. Abgesehen von der (fallspezifischen) Kooperation technischer Experten in entsprechenden Arbeitsgruppen dominieren amtliche Benachrichtigung, Abgrenzung eigener Zuständigkeiten, Teilnahme an Beratungsgremien, eventuell wechselseitige Abstimmung von Aktivitäten und der Anstoß komplementärer Maßnahmen seitens anderer Akteure als Koordinationsmodi umweit- und technologiepolitischer Akteure. Von daher läßt sich zwar eine partielle und gelegentliche Konsultation und Koordination, aber kaum genuine Kooperation von Umweltpolitik und umweltbezogener Technologiepolitik ausmachen.
