On August 18, 2011, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a Notice of Proposed Rulemaking (NPRM) to incorporate into the hazardous materials regulations [HMR: 49 CFR 100-185] provisions contained in several widely used and longstanding special permits. This article provides a summary of each special permit contained in the NPRM, with the exception of one longstanding special permit that requires more detailed explanation than space allows for, SP 12095: Alternative Means to Inspect and Test Railroad Tank Cars.
