As more users spend real cash to purchase virtual currency in virtual worlds, the more consumer protection measures such as gift card regulations17 may be needed, though Chinese regulations may be too heavy handed. The absence of regulation of server type instruments may have contributed to the success of the virtual currency business in Japan. To promote virtual currency in the United States, regulators should take into consideration consumer protection. The PSA regulation has cast a shadow on the online gaming industry in Japan. Many online service providers, including gaming industry operators have become subject to the regulations under the PSA since the fall of 2010. As a result, some game operators have implemented changes to the effective durations of their game currency, shortening such periods to six months.
