摘要

In this article we described a trust-based accountability model that requires the implementation of four key features: identification, authorization, attestation, and retribution. By illustrating how the trust-based accountability model could be incorporated into the Internet email system, we showed how an accountable email system could effectively address many email misuse problems. We expect that our accountability model could also be similarly incorporated into other Internet systems such as social networks and peer-to-peer systems. We also explored many legal issues related to the design, implementation, and ongoing use of Internet systems that have been augmented by our trust-based accountability. Our goal was to show that our model would not violate existing laws and might in fact serve as an impetus to develop legal schemes for regulating the Internet that could complement the self-regulation inherent in our approach. We believe that adding accountability to the Internet would lessen the need for some types of security and would paradoxically increase the trustworthiness of Internet systems to the benefit of its users. We hope that our exploration of the technical and legal issues related to our proposed model will encourage further dialogue and research directed towards building an accountable Internet.
