In January 2008 Milan introduced a charge tor vehicles entering the historic city centre. The vehicles are charged in accordance with their environmental performance. The majority of the money is earmarked for investment in public transport improvements.rnThe main objective of Milan's overall strategy for mobility, transport and the environment is to improve citizens' health, wellbeing and general quality of life through a series of innovative actions based on structural programmes. Our sustainable mobility, health and environmental protection plan addresses in particular the important issue of air pollution in the Milan region. Ecopass is one of 30 programmes in a multiyear Plan that will be carried out jointly with the national Government and is one of the key points in Mayor Letizia Moratti's platform (see photo). Total investments of EUR3.5 billion include over EUR860 million, already allocated in the 2008 Budget, that will be invested in works for the expansion of underground and tramway lines, new cycling and pedestrian trails, and incentives to replace polluting vehicles. The goal of this one-year pilot project is to reduce the number of polluting vehicles within the "Cerchia dei Bastioni" (Rampart Circle), Milan's historic centre, through a toll system to be installed at all points of entry.
