摘要

Transportation accounts for 25% of global greenhouse gas (GHG) emissions, and, with an annual growth rate of 2.1% worldwide (3.5% for developing nations), is the most rapidly growing source of GHG emissions. Increasing the scale of public transportation will do much to counteract this trend, and carbon markets, through the sale of carbon offsets, offer a potential source of funding for Public Transport Authorities (PTAs) to pursue these projects. PTAs, however, face several challenges to becoming successful players in the carbon market This paper provides an overview of these opportunities and of the challenges to accessing them.
