In April 2006, the Toyama Light Rail (TLR) started operating in Toyama City, Japan. Although some 'traditional' tram systems already existed in Japan, many experts consider that the TLR is the first successful Light Rail Transit (LRT) in Japan1. One of its unique features compared with other railways and trams in Japan is TLR's financing scheme. Toyama City is situated in the centre of Japan and has a population of 420,000 (2006 figures). The main transport artery is the JR Hokuriku line operated by West Japan Railway (JR West), which runs east-west across Toyama City. Existing infrastructure included a local heavy rail line-the Toyama Kosen-operated by JR West and running along the northern part of Toyama central station, and an old tram network operated by the Toyama Local Railway, to the south of Toyama central station.
