摘要

180 governments attended this milestone meeting in December 2007 and agreed on the Bali Road Map. The objective of the meeting was to set down the first steps towards a new Protocol that would replace the Kyoto protocol in 2012. Present stumbling blocks include the United States, which has not ratified the Kyoto protocol ard discussions around binding targets from the fast growing economies (such as the BRIC countries (Brazil, Russia, China and India)). Including these countries can no longer be ignored as China has recently emerged as the second highest emitting country after the US, and South Africa joins the pack in tenth place.
