On 24 March 2005, the east-west link project of the Orleans agglomeration, CLEO, (Designing the east-west kink), chose its mode: the tram on rails, and its profile: a 1km central section, 27 stations, service running by approximately the year 2010, cost of project estimated at EUR 285 million. 24 March 2005 was the culmination of a process in which several different stakeholders shared their opinions in a fruitful exchange of views. To study all possible solutions to ensure the "right choice" was made: this was the ambition of the authority, Agglo, which incorporated into its criteria the analyses and constraints of its transport operator, the Societe des Transports de l'Agglomeration Orleanaise, a subsidiary of the TRANSDEV group. Let us now turn to the process that ted to the decision: which technology to choose for a second exclusive way line in Orleans, a medium-sized agglomeration of 270,000 inhabitants?
