In his welcoming message, Jean-Paul Bailly empha- sised public transport's key contribution to the eco- nomic vitality of cities, the quality of their environ- ment and their social cohesion. That said, a globally efficient transport system comes at a price, namely that of investing in the modernisation and develop- ment of public transport networks. Between 0.5 and 1 /100 of GDP in conurbations needs to be assigned to investments in urban public transport.
