摘要

A large majority of the literature on sea power and naval strategy, both scholarly works and contemporary debate, is focused on the pursuits and actions of great powers. In fact, the whole idea of 'sea power' and 'naval power' is mostly based on and conditioned by great power actors. Historically, when classical thinkers such as Alfred T. Mahan, Julian Corbett and Raoul Castex contemplated on maritime and naval strategy, they no doubt had great naval powers in mind, but what about small navies and smaller nation-states employing such forces? Are small navies different and are they employed differently? To what extent do theories of maritime strategy apply to such navies/countries? Do small navies face different challenges to larger ones? To what extent is it even useful to discuss small navies as a separate category?
