As a US military engineer might say, BLUF (bottom line up front): Major Andrews proceeds conscientiously and reasonably given his position in the coalition chain of command. The important issue here is not the delta in actual dollars the LQNAs request versus those they have earned by the letter of their contract with AED; that delta is insignificant compared with the vast sums pouring into a country rife with corruption and the potentially catastrophic ripples if infrastructure projects fail for lack of adequate oversight in the field. What matters most is mission accomplishment: getting the projects completed well and as close to on time as possible. A prerequisite is high-quality LQNA oversight and reporting. In order to ensure that, Major Andrews needs to keep good LQNAs on the job, motivated to do their best. That could mean upping their paltry wage or finding some other incentive. To that end, Major Andrews might explore possibilities with contract experts. If he finds no short-term means of increasing incentives, he could rethink the maximum number of hours he would allow LQNAs to count. That is not to say he should endorse falsified reports, but rather that absent definite knowledge he might credit the possible rather than just the probable. (Compare mainstream business ethics on deception as a foul but a cosmopolitan perspective as reasonable.) Apparently, Major Andrews does not take these steps. That arguable peccadillo aside, he acts well. But why should he consider seeking ways to increase the LQNAs' effective hourly wage?
