In the fall of 2008, the South Central Connecticut Regional Water Authority embarked on a project to re-paint and rehabilitate a 4.3 million gallon capacity steel water storage tank. The project was carefully planned, to undertake rehabilitation of the tank following the high demand summer season, and to place the tank back in service by the spring of 2009. When the painting project was initiated, inspections of the structural roof members revealed a significantly worse condition than anticipated. This discovery, and the projected additional repair costs, prompted the Authority to investigate all options. Under the constraint of a tight schedule and the necessity to place the tank back in service in the spring of 2009, the Authority reviewed options, ultimately deciding to demolish the existing tank and construct a new 2.0 million gallon prestressed concrete tank in its place. The decision to replace the tank allowed the Authority to address optimum capacity for the facility, to install updated safety and security equipment, and to install a mixing system. This paper describes the initial sequence of events, the evaluation of options, the procurement and scheduling process, and illustrates the challenges of the fast-track construction project.
