The principle of utility thus is intended not only to explain what people will do but also to provide a moral standard to judge right and wrong. But if acts (or practices, or policies, or institutions, and so on) are right insofar as they promote utility (or pleasure, happiness), we require some way in which to measure the outcomes of our actions, that is, to quantify the amount of pleasure and pain caused by them. And Bentham claims to be able to do just that with his 'felicific calculus,' which includes twelve fundamental types of pain and fourteen fundamental types of pleasure, while also allowing us to analyse the intensity and duration of an emotion, the likelihood of its appearance (its certainty and remoteness), its likely side-effects (its fecundity and purity), and the number of people affected in this way (its extent).
