'It's the economy, stupid' was the sound bite most remembered from Bill Clinton's successful 1992 election campaign. In contrast, the new century has been characterised by the state security agenda in the wake of 9/11 and the so-called 'War on Terror'. Despite globalisation, the organisation and centralisation of power within the territorial state remains key to understanding the dynamic of modern politics and that most fundamental of all those relationships, between state and citizens, remains highly contested. Notably, the struggle to establish state power as a non-arbitrary, legitimate authority in contexts of societal plurality and fragmentation, alongside a loss of economic sovereignty, is critical. The books reviewed here attempt to move beyond the pessimism of contemporary global politics and to rethink citizenship in ways that are cosmopolitan, supranational and, potentially, 'beyond the state' (Hoffman 1995, 2004).
