This paper analyzes the definition and the causes of the three main components of national economy mobilization cost, i.e. direct cost, opportunity cost and implicit cost, and analyzes the negative effect of the implicit cost that is caused by the behavior of governmental econmony man to national economy mobilization. Moreover, this paper puts forward the essence and contents of national economy mobilization from the perspective of economic cost, as well as the necessity for the study of the optimization of national economy mobilization cost.
