Towards a regional energy framework for African SIDS: prospects and challenges

摘要

As small economies with limited resources and common energy-related challenges, Small Island Developing States (SIDS) are called to cater for the energy needs of current and future generations in a sustainable way. The adoption of energy efficient and conservation initiatives as well as full use of renewable sources of energy are necessary to address their energy-related challenges. A regional approach to energy coordination may also address common needs of countries in a particular region and harmonize national energy policies in that region. While Pacific SIDS and Caribbean SIDS have regional energy frameworks, African SIDS do not have a specific regional energy framework. With common energy-related challenges as well as specific constraints, to what extent do African SIDS need a regional approach to energy planning? Comoros, Guinea-Bissau, and Sao Tome and Principe are least developed countries (LDCs) whereas Cape Verde, Mauritius and Seychelles have higher levels of development as well as policies and better mechanism to address energy challenges in the context of climate change. This article examines the need for a regional energy framework for African SIDS, identifies its main prospects and challenges and makes recommendations regarding the main steps to a regional approach to energy management.
