The WTO shares governance of international trade with other international organizations and nation states that are Members. As stated earlier, the role of the WTO in the governance of international trade is unique among many international organizations in that the WTO is equipped with a powerful enforcement mechanism incorporated in the dispute settlement procedure. At the same time, as mentioned earlier, because of this powerful enforcement mechanism, the WTO must be cautious in expanding its scope of control. The adoption of new rules must be agreed upon by all Members and consensus to adopt a new rule (for example, an agreement on foreign direct investment) is difficult. In this respect, it is important for the WTO to establish efficient working relationships with other international organizations that deal with related matters. Examples of such organizations are, inter alia, the United Nations Conference on Trade and Development (UNCTAD), the WIPO, the ILO (International Labour Organization), the ITU (International Telecommunications Union) and the OECD. Those international organizations do not have a strong enforcement mechanism of rules comparable to that of the WTO. However, these organizations have more flexibility than the WTO in creating new rules, guidelines and practices in their own respective spheres of activities. Only an efficient and friendly co-operation between the WTO and those international organizations can ensure a good governance of international trade.
