In 1963, when industrialist and chain-saw magnate Robert P. McCulloch purchased 26 square miles of Arizona desert on the shores of Lake Havasu, no one envisioned a $500 million environmental crisis in the making. McCulloch simply needed a place to test the outboard boat motors he was developing, and Lake Havasu-which was created when Parker Dam was built across the Colorado River in 1938-was an ideal spot for boating.
