Skipping repairs can cost much more in the long run, but it's so tempting when you know that the calendar warranty on any costly part like a rebuilt starter will probably be past, considering how few hours most people now fly. For example, if your starter begins to act up, but only occasionally, if you say nothing to the inspector doing your annual, the chances are good he will miss it. Does that make him a bad inspector? No, it just means you got lucky and something in your starting system is just beginning to go bad. Many planes eek through an annual, and there is no requirement to pull a starter out and test it for the annual inspection. Very few components ever need to be pulled and tested for an annual.
