In the context of the French Competition Authority's decision no. 10-DCC-198 of 30 December 2010, a fund has been put in place to enhance competition in the urban transport services sector, with a view: 1. To finance consulting services purchased by public transport authorities ("PTA") concerned, so as to strengthen the role of such PTAs in the effectiveness of the tender procedures (grant of lump sums to the PTAs concerned in order to contribute to the payment of all or part of outside consulting costs) 2. To contribute to the compensation, by the PTAs concerned, of bidding costs incurred by players challenging the incumbent operator (grant of lump sums to the PTAs concerned in order to contribute to the compensation by such PTAs of all or part of the bidding costs incurred by unsuccessful bidders other than the incumbent operator, so as to increase the number of bidders and enhance competition between them).
