Since the advent of solid-state electronics, semiconductor equipment designers have relied almost entirely on trial and error to develop machines and processes. Not that they had much choice, but designers, by and large, felt they could accomplish practically anything if they built enough prototypes and combed through enough data. Development costs, though high, were effectively defrayed by huge IC volumes.
