Effective managers in state organisations will understand the weaknesses and strengths of their organisational structures and purposes. They will be diligent in ensuring the strengths are maximised and the weaknesses are minimised. Effective state managers will take every advantage of all the vast resources available to the large organisation. They will take advantage of the fact that they are non-profit by investing more money into developing employees through training and career development. Effective managers will recognise that state employees are lower paid than private employees and motivate employees through non-monetary incentives. Finally, effective state managers will recognise the inefficiencies of being a political organisation and of being a large bureaucracy. They will take steps, such as not making the organisational structure too rigid, to ensure the extra costs associated with these facts are minimised.
