The big stone power plant sits on the windswept plains of South Dakota, near Milbank. And, like all coal-fired boilers, Big Stone produces lots of microscopic dust particles as a by-product of burning its fuel. This is the grime that once blackened industrial cities back east and still fouls the air in China. The plant's operator, Otter Tail Power Co. of Fergus Falls, Minn., recently installed an experimental control system designed to cleanse emissions of the most dangerous kinds of particles. The result? "The air leaving the smokestack is cleaner than the surrounding atmosphere," said Stanley Miller, senior research manager at the Energy and Environmental Research Center in Grand Forks, N.D., and developer of the new control system.
