摘要

With great fanfare and high expectations, the Department of Defense (DOD) implemented the National Security Personnel System (NSPS) in 2006. This replacement for the General Schedule (GS) was intended to bring DOD civilian personnel practices into the twenty-first century. Accordingly, it implemented pay for performance through the use of pay pools that supervisory panels would use to assess civilian employees achievement of designated objectives. The panel would then allocate pay increases and bonuses based on performance. In 2009, Congress passed a law ending NSPS, and in response; President Barack Obamas first official act was telling the department to go back to the old GS system.
