Heading for a Time of Troubles - Cross-Border Safety and Security Issues in Latin America

Latin America stands at the threshold of a new era: One that promises a return to political uncertainty, violence and chaos or one of political stability and economic prosperity. MT briefly looks at the at times chaotic state of Latin American Politics and its implications. There is no doubt that Latin America has tremendous economic potential and that if that potential were to be translated into reality it could provide the mechanism by which millions could be lifted out of poverty. Latin America could do what China has done, and India is doing, and deliver consistent economic growth that transforms the social outcomes of a state. Obviously, it is easier for a single state to change its trajectory rather than a collection of states in a geographic area. Five Latin-American countries today possess political systems that could be called absolutist: Cuba, Venezuela, Nicaragua, Ecuador, and Bolivia. Within these nations, there exists no division of powers: In each of them the electoral body is under the complete control of the executive. Their legislatures are comprised of docile groupings of deputies that invariably submit to the will of the president. Their judiciaries are subject to huge pressure from an executive, in turn captured by leaders who can be re-elected indefinitely. In the rest of Latin America, by contrast, we have weak governments that spend more time satisfying social demands than fulfilling their basic function: providing security for their citizens. In the cases of these latter countries, the judiciary, although more or less independent, is bureaucratic, sluggish, and plagued by red tape.
