摘要

Qatar is hardly one of the largest countries in the world, it is a peninsula and has a total land area of 11,586 sqkm with an estimated population of 2.194 million people as of July 2015. Of this total, according to the CIA World Factbook, 40% have Arab ethnicity indicating that the percentage of Qatari nationals is likely to be even lower. This is an obvious concern for Qatar and for all of the small Gulf States in that they generally do not have enough locals to fill positions in the government, military, law enforcement, and the local economy. The solution to this population deficit was foreign workers, and, in the main, it has proven to be a viable solution. However, in terms of defence and security policy, the lack of nationals imposes limitations on force structure and operational capabilities. Which is why the defence and security policy of Qatar is based both on hard power, as in military strength, and soft power, such as diplomacy and other means of influencing behaviour to achieve a result favourable to Qatar.
