摘要

This summer, Germany published its new White Paper on its security policy and the future of the German Armed Forces (Bundeswehr). The 2016 White Paper, on more than 140 pages, was released in the face of an increasingly volatile and violent security environment, with threats emerging along the eastern and southeastern flanks of NATO. The White Paper states that without a fundamental change in policy, Russia will constitute a challenge to the security of the European continent in the foreseeable future, requiring, "strong cooperation with Russia," and the, "right balance between collective defence and increased resilience [...] and approaches to cooperative security and sectoral cooperation." Increased Russian troop deployments along NATO's eastern flank, "represent a security risk to others," in the region, informed NATO sources noted at the NATO Summit in Warsaw 9-10 July.
