In response to perceived Russian threats, Poland has decided to create a modern, territorial army (TA), able to support the existing professional army; but, with a smaller regular armed force in the event of a foreign invasion, a plan that was announced as one of the MoND's priorities for 2016. According to plans announced this year, three initial TA brigades are to be formed by mid-2017 in the eastern part of the country, which is the area most exposed to the Russian threat (mainly from the Kaliningrad Oblast). By approx. by 2021, Poland will have a total of 17 TA brigades across the whole country including two in the Mazovian region, which includes the national capital Warsaw. It is estimated that this formation will have in total approx. 35,000 volunteers on a peacetime footing, with up to 2,500 troops in a brigade. A TA HQ will be established by the General Staff in Warsaw, while every voivodeship (province) will have a regional HQ at the brigade level. Every powiat (the second-level unit of local government and administration in Poland) will have its own company of 100 soldiers each. Poland has 314 rural powiats and 65 city powiats, which means that the TA will have at least 380 companies of roughly 86 battalions (four to five companies in each). They will be placed under the command of territorial brigades with three to four battalions in each.
