No reader of this magazine needs convincing that we live in a truly digital information age, or that the digital domain provides the greatest facilities we have for defence, whether those facilities are sophisticated electronically equipped platforms or rather less tangible 'digital weapons'. Similarly, we can all agree that the digital domain is the home of the greatest threats we face for the immediate and foreseeable future. The first thing to establish is the nature of the threat. Here there is one issue on which most professionals agree but that the general public does not necessarily recognise: Cyber warfare - despite its name - is not just a weapon; at least, it is not just a weapon as we have traditionally defined such constructs. In fact, it is probably fair to say it is the weapon that is redefining warfare and crossing the increasingly porous border between military and non-military governmental domains of concern.
