The laws of warfare affecting the design and use of weapons should be developed on universal humanitarian principles allied to the pragmatic object of framing laws that can be accepted and applied universally. There is little point in developing legislation that is rejected by the governments of most of the major powers. The first treaty to regulate the use of weapons was the 1868 St. Petersburg Declaration renouncing the use of explosive projectiles.
