The proliferation of missiles and rockets, particularly with non-state terrorist organisations is causing a significant new threat to nations throughout the world. By targeting the opponents' population centres or other sensitive and strategic targets, nations turn the terrorizing effect of ballistic missiles to create a new balance of power with opponents, offsetting what would otherwise be an overwhelming superiority by conventional numerical or technological means. Cruise missiles technology has also proliferated, through Pakistan, China and North Korea, to Iran, thus potentially reaching Islamic terror groups worldwide. Terrorist groups are currently employing rockets, spreading terror and chaos from bases in unstable areas they are dominating. Such threats have spread from the Middle East and Central Asia, to the Arabian Peninsula, the Horn of Africa, North and Central Africa and could potentially affect areas in Latin America. These groups are not limiting their use to rockets and IEDs; they also seek to obtain even more advanced, yet simple to use weapons, including shorelaunched anti-ship missiles, anti-tank guided missiles and UAVs.
