Poland is one of the few EU countries that sharply increased its defence budget in 2013 (a 6.7% hike to PLN31.17 billion). The defence budget for 2013 is in line with a bill that obliges the government to earmark 1.95% of the GDP for military spending. The latter was maintained by the Polish government since Poland joined NATO in March 1999. Technical military modernisation is the key priority, with PLN8.17 billion earmarked for acquisition of new armament, an increase of more than PLN1 billion over 2012. Prime Minister Donald Tusk said that in 2013 and 2014, Poland plans to spend about PLN10 billion on new helicopters, naval vessels and ROSOMAK wheeled armoured vehicles. It should be remembered that this is a long-term programme covering the years 2013-22. The cost of an air-defence modernisation programme for the years 2013-22 is estimated by the MoND to be at about PLN13-15 billion. Apart from that, Poland is going to purchase the ASTER 30 SAMP/T medium range airdefence system and many subsystems.
