China's first aircraft carrier, LIAONING (CV16) was formally delivered and commissioned in service with the PLA Navy on 25 September 2012. The ship has been obtained through a nearly complete reconstruction of the depleted hull of the ex-Soviet Navy VARYAG, bought from Ukraine in 1998. The commissioning ceremony took place at the CSIC (China Shipbuilding Industry Corporation) yard in Dalian (Liaoning Province, hence the ship's name) with an appropriate degree of pump and circumstance. Attending the event where the President and Chairman of the Central Military Commission Hu Jintao, the Prime Minister Wen Jiabao, the two CMC Vice-Chairmen Guo Boxiong and Xu Caihou, the Secretary General of the State Council Ma Kai, the Director of the PLA General Armament Department Chang Wanquan, the PLAN Commander Adm. Wu Shengli, and a cohort or lesser civilian and military authorities.
