On 19 March 2011, the Norwegian government made the decision to contribute to Operation "Odyssey Dawn" with six F-16 fighter aircraft. Less than two days later, on 21 March, the aircraft took off from a Norwegian airfield. The decision, which base to deploy from, was made while the F-16s were in transit. Ten years ago this would not have been possible. Like many other Air Forces, we have over the past decade or so gone through quite considerable changes. The transition from an invasion-oriented organisation based on conscription and the requirements of the Cold War, into a modern mission-based force with the capability to operate both at home and abroad, has been a difficult but much needed process. Speaking from my own experience as a detachment commander for the Norwegian F-16 contribution to Operation "Allied Force" over Kosovo in 1999, the operation was somewhat of an awakening to a new era for the Royal Norwegian Air Force (RNAF). We found that after decades of perfecting our organisation and skill set for a cold war scenario, we had some shortfalls in this "new" type of operations - specifically in the air to ground role, and as such we drew many valuable lessons through our involvement in the operation. During the period following Operation "Allied Force," we have done considerable work in many areas; we have introduced new hardware and software on our aircraft, we have seen a shift in training focus, and we have also gained more experience through our participation in other operations - we have operated our fighter aircraft over Afghanistan on two separate occasions. This has all been done during a period of extensive restructuring of the entire military sector. This is why it is so gratifying to see now, that all the hard labour invested in modernising ourselves has paid off. Our ability to rapidly turn a political ambition into military effect in the theatre of operations, as seen now in Operation "Odyssey Dawn'VUnified Protector" is a proof of this.
