NATO has reached its 70th anniversary in a somewhat different geo-strategic context than when it celebrated its 40-, 50- and 60-year milestones. In 1989, the Alliance was wholly focused on the momentous political changes in the Soviet Union and Eastern Europe; in 1999 it was in the midst of a difficult and controversial air campaign in Kosovo; and in 2009 the focus was on Afghanistan and the need for a troop surge to master the Taliban insurgency. These anniversary milestones reflected a defining characteristic of NATO in its first six decades; namely that it had the relative luxury of dealing with one challenge in one place at one time. So, it could afford to focus most of its political energy and military assets on that challenge and take the time to find the best way forward.
