Defra has a vision of the future and it is a remarkably clear one. That's because it's simple - most of the Common Agricultural Policy (CAP) should cease to exist. What's left would be what is currently made available under Pillar 2 of the CAP - expenditure on agri-environment schemes, farm diversification, rural development and so forth. The proposal is shared by the Treasury and was published in December.
