Although the government and regulators deserve praise for the way they want to take the sustainable and environmental agendas forward, I fear it may lead to a flood of new programmes to help industry along the road to environmental Utopia. Firstly, we have the voluntary targets to reduce the energy footprint with the Climate Change Agreement (CCA), then the regulatory targets of Integrated Pollution, Prevention & Control (IPPC), then the compulsory, impossible-to-meet targets of the EU Emissions Trading Scheme (ETS) and the Pollution Inventory (PI). I could go on - and I haven't even mentioned the waste permitting and consent levels.
