Discussions over a financial framework for the EU are turning into a game of multi-dimensional political chess that will require compromises and some sacrifices to bring them to a conclusion - and dairy industry could suffer. The UK is seeking to increase its share of CAP expenditure under the proposed new rural development regulation (RDR). While at the same time it wants to reduce its contribution to the EU budget - and there is a real risk that this contradictory position could result in substantially higher rates of modulation for single farm payments. The EU is looking to agree a financial framework for 2007 to 2013, which would set out ceilings for the major budget headings. Some of the work has been done already. In 2002 the rest of the EU agreed to a deal thrashed out by the German Chancellor Shroeder and French President Chirac at the Berlin summit that set budget ceilings for Pillar 1 expenditure under the CAP.
