So the big decision has finally been made and English agriculture has been gifted a dynamic hybrid by Margaret Beckett. A dynamic hybrid sounds like a mutant breed of plant. In reality it is a compromise that will mutate to reflect DEFRA's vision for agriculture. DEFRA's vision was set out by the Curry Commission. Curry's vision was for subsidies to be eliminated and replaced by compensation to agriculture for the provision of public goods and for the test of economic sustainability to become the market place. As the EU largely determines the basics of agricultural policy in the UK, then DEFRA would have been severely restricted in its ability to implement the vision set out by Curry if it were not for the fact that the vision has informed the CAP reform package put forward by Fischler.
