TWO SETS OF safety rules that were proposed by the U.S. Mine Safety and Health Administration (MSHA) have been criticized by The West Virginia Coal Association (WVCA) and Alpha Natural Resources Inc., the third-largest U.S. coal producer. Certified miners conduct the examinations, but Coal Association lobbyist Chris Hamilton said they are not trained to know federal regulations and should not be asked to perform the job of a federal inspector, the Associated Press reported.
