Full fiscal autonomy must be extended to key cities if the Northern Powerhouse is to turn back five years of underinvestment, a report has warned. Research has indicated northern cities would need to grow by £44bn if the Northern Powerhouse was to reach the average gross value added per capita of the UK. The Building the Northern Powerhouse report called for the Government to 'urgently lock in and progress' existing commitments and extend more financial freedoms to the region's local authorities.
